what had come to my own knowledge respecting the abuses connected with the selling or taking of spirits on board of Merchant vessels, I thought, when extending 16 and 17 Victoriæ Chapter 69, Section 17 to this Colony, I might include French and other vessels in its provisions, and I have accordingly done so. No objection was made to the Ordinance in Council.

Within the last 10 months there have been, to my knowledge, two violent deaths on board ships in this harbour directly traceable to drink, and I am informed that constant quarrels occur on ships through Spirits being sold or conveyed on board.

From what I have heard, I believe this Ordinance will be received with approbation by masters of Merchant Vessels. As there will be very few of Her Majesty's ships in harbour at any one time, there is no great urgency in putting this Ordinance in force, and I would therefore suggest that it be submitted to the Secretary of State for his approval, before receiving the assent of the Officer administering the Government.
